Job description
Present in the United States for 60 years, Orano USA is a leading technology and services provider to the U.S. commercial and federal markets. Orano’s activities in the U.S. include developing a uranium enrichment facility in Oak Ridge, TN; packages and transportation of uranium & nuclear fuel assemblies; fabricating & installing used nuclear fuel dry storage canisters and casks, conducting pool-to-pad used nuclear fuel transfers; providing solutions to the National Labs and to the Dept of Energy; and supplying U.S. nuclear energy utilities with uranium, conversion, and enrichment services. In the nuclear medicine field, Orano Med is at the forefront of research in nuclear medicine and is developing a new generation of targeted therapies against cancer using the unique properties of lead-212.
Orano USA is seeking a highly qualified and experienced Chief Operating Officer (CPO) to join its executive team and to be based in Oak Ridge, Tennessee with regular business travel to Bethesda, Maryland.
The CPO is responsible for leading the successful execution of the IKE enrichment Project in the US. The primary goal is to ensure the enrichment facility is licensed, built, and commissioned in line with the approved schedule, budget, and applicable regulations.
The CPO will have the following responsibilities:
- Oversees the IKE Project execution and all related projects (enrichment facility, support facilities such as: laboratory, waste treatment facility…) on the Oak Ridge site;
- Oversees the Program definition and leads the corresponding approval process with the BU
- Coordinates all contractors and EPCs involved in the Project;
- Ensures compliance with the Project approved budget, costs and planning;
- Oversees all phases from licensing and design to construction and commissioning activities, as well as activities required to ensure protection of the operating plant;
- Ensures the compliance with the Project basic data requirements and configuration management;
- Manages the processes implemented to obtain the regulatory authorizations required in order to implement the project; maintains compliance with regulatory requirements;
- Monitors the Project risk management plan and associated action plan;
- Establishes performance metrics and milestones for the execution of the Project;
- Represents the Project and the Program:
- at the Business Unit level within the required governance meetings and Project Steering Committee;
- at the Orano group level committees when required (e.g. Executive Committee and the Major Project Committee); - Leads, mentors, and supervises OFS personnel involved in the Project and OEU staff, directors, and executives;
- Fosters a high performing culture and oversees recruitment, training, and retention for OFS personnel involved in the Project and OEU;
- Oversees the cybersecurity and physical protection of OEU assets and intellectual property;
- Ensures safety, quality, & environmental procedures and requirements are maintained.

Ideal qualifications
Reporting
The Orano group is structured through central Corporate Functions and Business Units in charge of the management of their respective scope of activities. The Business Units are in charge of their activities at a worldwide level.
As such, the CPO will report to both the Senior Executive Vice President of the Orano Chemistry and Enrichment Business Unit based in France, and the US President and CEO.
During the development phase of the Project, the CPO will directly and indirectly manage the entire Project & Program Teams.
Qualifications, Skills, and Knowledge
Minimum 15 years of related experience managing large scale construction projects with complex interfaces
Demonstrated knowledge of commercial construction practices and planning
Experience in construction or expansion of a nuclear facility under an NRC license
Strong leadership and project management skills
Ability to handle complex negotiations, claims, and arbitrations
Extensive background in Project Control functions
Strong written and verbal communication skills
Education and experience
- BS in Engineering, Construction Management, or closely related field. An advanced degree or certification in Project Management is preferred.
- Minimum 15 years of directly related work experience, plus senior level management experience in large scale project and construction planning.
- Experience of contracts with interactions with the US Department of Energy (DOE), though not required, would be appreciated.
