Job description
Position Summary
We are seeking an experienced PMO Cost Controller to support a multi-billion-dollar capital project. This role is responsible for establishing and maintaining robust cost control processes, forecasting, reporting, and compliance across all phases of the project lifecycle. The ideal candidate will bring deep expertise in project controls, earned value management, and stakeholder communication within complex, matrixed environments.
Core Responsibilities
- Establish and maintain the project cost baseline and control accounts
- Lead cost forecasting, cost-to-complete (CTC), and monthly accruals
- Implement and report Earned Value Management (EVM) metrics including BCWS, BCWP, ACWP, CPI, SPI, ETC, and EAC
- Manage change order cost analysis, valuation, and baseline integration
- Produce monthly dashboards and variance analysis for executive and site-level reporting
- Own project cashflow forecasting and validate contractor progress payments
- Coordinate with Contracts and Procurement on subcontractor cost reporting and claims
- Drive cost risk and contingency reporting, including scenario modeling
- Implement internal controls for cost processes and ensure compliance with corporate governance
- Supervise and develop the cost control team; liaise with corporate accounting for month-end close

Ideal qualifications
Minimum Requirements:
Experience:
- 8–12 years of progressive experience in project cost control or project accounting
- Minimum 5 years supporting large-scale capital projects ($500M+ to multi-billion)
Education:
Bachelor’s degree in finance, Accounting, Engineering, Construction Management, or related field
Master’s degree preferred
Certifications:
- Required or strongly preferred: Certified Cost Professional (CCP)
- CPA may be listed as desirable but is not required
Travel & Location:
- Must be willing to co-locate at the Oak Ridge project site
- Monthly travel to Bethesda, MD required
Technical Skills and Tools
- Advanced Excel skills, including scenario modeling and data analysis
- Familiarity with PMO document control/workshare platforms (e.g., SharePoint)
- Proficiency in EVM implementation and tool development for metric tracking
Behavioral and Leadership Expectations
- Ability to influence cross-functional teams and clarify cost impacts to technical stakeholders
- Experience working in matrix organizations and with EPC contractors
- Strong communication skills to present complex cost positions to senior executives and owner stakeholders
