Orano - Annual Activity Report 2025 86 3 RISK CONTROL AND VIGILANCE PLAN Vigilance plan The risk of a nuclear accident occurring at a facility is assessed as having a very low probability of occurrence and, as such, does not rank as a priority following the risk mapping exercise relating to the duty of vigilance. Nuclear safety is at the core of Orano’s activities. The measures implemented from the design stage of facilities comply with the strict regulations specific to the nuclear industry and are inherent to the group’s operations. The risk of a nuclear accident is therefore one of the non-priority gross risks described below. The risk mapping exercise also identified risks considered nonpriority. These risks, listed below, are likewise subject to dedicated prevention and mitigation measures. Non-priority gross risks resulting from the risk mapping exercise In terms of health and occupational safety ● risks associated with the health of employees of the group or of an external company; ● the risk of a serious incident affecting an employee during a business trip off-site; and ● the risk of an industrial or chemical accident occurring at a facility or during transport. In terms of safety and environment ● the risk of a nuclear accident occurring at a facility; and ● the risk of significant chemical or radiological environmental pollution from past activities of facilities. In terms of human rights and fundamental freedoms ● the risk related to unpaid and/or unaccounted and/or unauthorized overtime; ● the risk associated with housing conditions for employees and subcontractors at the group’s mining sites; ● the risk of harassment (moral and sexual) and sexist behavior; ● the risk of discrimination; ● the risk of retaliation for labor union activities or denial of the right to collective bargaining; ● the risk of forced displacement of local communities; and ● the risk related to the import of tungsten. In this vigilance plan, the risks identified, assessed and prioritized according to the methodology described above are grouped by category. In each category, the priority gross risks, their description and associated measures are presented first, followed by the nonpriority gross risks. 3.4.2 The deployment of risk prevention measures related to the duty of vigilance In all the regions where Orano operates, increased vigilance is applied to prevent serious violations of health and safety, environmental protection, human rights, and fundamental freedoms. This applies to the activities of the parent company, as well as those of the companies it directly or indirectly controls, within the meaning of Article L. 233-16, II of the French Commercial Code. It also extends to the activities of subcontractors and suppliers with whom Orano has an established commercial relationship when these activities arise from that relationship. Once again, this preventive approach is carried out through active and close consultation with its ecosystem and stakeholders with whom the group maintains a constant dialogue. 3.4.2.1 Prevention of risks to health and occupational safety of individuals Orano aims to continuously improve its results with the goal of achieving zero injuries and zero impacts from its activities on the health and safety of its employees, subcontractor personnel and the local communities near its sites. The priorities for action by the group and its operational entities in terms of health and psychosocial risks, safety and radiation protection are formalized in the Safety-Health-Security-SafetyRadiation Protection-Environment (HSE) policy 2024-2026. This policy covers all activities carried out by the group and its operating entities in France and abroad in their capacity as employers, including in particular: ● as operator of nuclear or high-risk mines and facilities; ● as an industrial operator on behalf of other operators; and ● as service and work provider. The HSE policy applies to all employees and external contractors working on Orano’s sites or for group entities. Its key commitments in the areas of health and occupational safety are: ● embedding a solid culture of leadership in nuclear safety, industrial and occupational safety, and radiation protection; and ● moving towards a level of prevention and requirements that is homogeneous for all employees of the group and all contractors.
