Public positions taken in France on the fuel cycle and the electric battery value chain In general, the group defends to government agencies the proper inclusion of nuclear energy and the challenges of the fuel cycle in the low-carbon energy transition, in the circular economy and in the strengthening of the country’s sovereignty. Amid heated debates on the definition of French energy policy guidelines, Orano has defended the issues surrounding the relaunch of the nuclear industry, particularly the back end of the cycle, in the various legislative and regulatory texts under discussion. With regard to fuel cycle activities, the Orano group has raised awareness among public authorities, namely parliamentarians, administrations and ministerial offices, of the need to transpose into law the strategy for the treatment and recycling of spent fuel beyond 2040, as well as the renewal of back end of the cycle facilities in line with the implementation of the decisions of the latest nuclear policy councils. As part of the public debate on the sixth edition of the French national radioactive waste and materials management plan (PNGMDR), the Orano group also highlighted its issues to the public. Orano has also promoted its development activities in the electric battery value chain by seeking regulatory and financial support from the government for its Neomat project, in partnership with XTC New Energy, to build a factory for manufacturing cathode active materials (CAM). This support resulted in the granting of a C3IV (green industry tax credit) approval for the first CAM phase of the Neomat project. The purposes of the representation of interests actions carried out in 2025 will specify these elements and will be declared to the HATVP by March 30, 2026. External positions taken in Brussels in support of financing nuclear energy and circularity As part of the Industrial Green Deal, the adoption in 2024 of two regulations supporting the European Union’s industrial policy made concrete progress for Orano’s projects. On the one hand, during negotiations on the regulation for a net-zero industry (2024/1735), Orano took action to ensure full recognition of all nuclear technologies, including those involved in the fuel cycle for current and future reactors, as well as related research activities. This recognition has resulted in a set of support provisions in the text for these technologies. On the other hand, as part of the critical raw materials regulation (2024/1252), Orano highlighted the need to strengthen the European value chain of critical raw materials, from mining to recycling, refining, and processing. The group’s skills in chemistry, hydrometallurgy and process industrialization are a major asset in securing the European Union’s supply, particularly through the recycling of electric vehicle batteries and permanent magnets. In March 2025, Orano’s hydrometallurgy project in France to recycle electric vehicle battery components was declared a strategic project under the regulation, alongside 46 other European industrial projects. Six projects concern battery recycling. Orano is the only project recognized in this respect in France. Lastly, Orano is also interested in the recycling of platinum group metals (PGM), classified as critical raw materials, and recoverable in particular via spent nuclear fuel. A project funded by the Euratom research program and coordinated by Orano, PARCOVAL (PAlladium Recovery for CO VALorisation), was launched in 2024. With regard to the European Taxonomy Regulation (2020/852), adopted in 2020, Orano is continuing its actions to influence to ensure the inclusion of fuel cycle activities in the delegated act on the inclusion of nuclear power in the taxonomy. These efforts are supported by the Nuclear Alliance of Member States, which regularly recalls the importance of this development in its position papers. More broadly, Orano defends the maintenance of a technologically neutral approach in all European climate and industrial policies. This concerns both the definition of the EU’s climate trajectory (a new target for 2040 to be agreed shortly) and the development of future financing instruments related to the transition, particularly in the context of negotiations on the next multi-annual financial framework for 2028-2034. Finally, Orano recalls the need to place circularity at the heart of European policies. In this regard, the group has already spoken out in favor of an ambitious new act on the circular economy, which the European Commission is expected to present in 2026.
