The safety and security imperative

Orano takes action every day to guarantee the highest level of safety and security at its facilities, with uncompromising standards. To uphold this commitment, it has deployed a continuous improvement method and shares a common culture of performance, vigilance and risk prevention across its organisation.

Safety-Environment

A new, compelling commitment

Operational Excellence is at the heart of Orano's Safety-Environment policy, the priorities of which have been reworked for the 2017-2020 period. Cast into local action plans by all entities, they are measured and monitored by performance indicators and are based on Excellence Management practices:
  • strictly enforced standards and operating procedures;
  • detecting and responding uncompromisingly to low-level signals;
  • stepping up the presence of operational managers in the field (REX);
  • ramping up the use of Practices for Fiabilisation of Interventions (PFI);
  • deploying of training initiatives, integrating the results of skills assessments and the safety-environment culture of the actors involved.

Performance measurements

To monitor developments in nuclear safety and the environment, the Group relies on a number of performance indicators. The objective is to have a limited number of indicators that make it possible to assess the Policy's effectiveness and its implementation according to each of the three target areas: safety of facilities, operational safety and management performance. These indicators are issued at a defined frequency and give rise to systematic reporting to the Group's governance bodies.
Safety of facilities
  • Monitoring major Safety-Environment commitments in France
  • Monitoring the ratio between discrepancies on periodic inspections and tests (PECs) compared to EIP/MMRs

  • Environmental footprint radar, supplemented with a focus on nuclear waste
  • Number of significant “spill”1 or “dispersion”2 events, with or without environmental impact (in the event of recovery or where there is retention)
  • Monitoring of major safety and environmental commitments, focus on RCD or DEM projects
Safety of operations
  • No INES level 2 events
  • Deployment rate of monitoring plans in high-stakes markets
  • Event Prevention Rate (EPR)
  • Event prevention rate (ARIA TPE) across the scope of industrial events
  • Reclassification ratio of significant events at INB scope in France
  • Number of dossiers handed in late for review and RCD or DEM projects
  • Ratio of cases deemed "Ineligible” amongst reviews and RCD or DEM projects
Management performance
  • Ratio of senior managers3 having received awareness-raising about the Safety Excellence programme
  • Ratio of facility managers having taken part in group professionalisation mechanisms
  • Rate of completion of defined internal security audits
  • Monitoring current commitments, in relation to the effectiveness of FIS
  • Ratio of facilities/activities that conducted a safety culture self-assessment
 4
  • Ratio of facilities/activities that have implemented Practices for Fiabilisation of Interventions (PFI)
  • Ratio of ES where the absence or poor ownership of PFI is a root cause
(1) Out-of-limit or unplanned liquid releases — (2) Out-of-limit or unplanned gaseous releases
 — (3) Comex members, BU operational managers, site managers and deputies — (4) 60-70 facilities/activities; 80% target over 4 years

Health, Safety, Radioprotection

A culture of vigilance shared by all

Renewed for the period 2017-2020, Orano's Health, Safety and Radiation Protection policy aims to continuously improve the Group's results and strengthen preventive actions. It covers 3 main areas:

  • primary prevention through the risk assessment and control as well as the deployment of a culture of anticipation at all levels of the company;
  • control of operations through Practices for Fiabilisation of Interventions (PFI), manager presence in the field and compliance with standards;
  • feedback and experience sharing through the use of common tools and event analysis.
